What is the best way to see Marrakech from above?

Which is better for a first flying experience?

Is sunrise really the best time?
For ballooning, yes — the air is at its most stable at first light, which is why every Marrakech balloon flight is a dawn flight. Paragliding can work in the morning or late afternoon depending on conditions on the day.
Can I do both on the same trip?
